Gary Oldham is a nationally-recognized expert in public safety and interoperability with more than 30 years of government agency and private sector experience. He has worked for and with some of the nation’s largest and most respected public safety agencies, including the Orange County (CA) Fire Department, San Diego Police and Fire Departments, Washington DC Metropolitan Police, Miami-Dade Fire/Rescue, and many others.
A California native, Oldham is a former police officer, fire manager, emergency medical technician, emergency manager, 9-1-1 dispatcher, communications center manager, and governmental agency department head. Among other agency posts in the public sector, he managed the Automated Regional Justice Information System (ARJIS), a regional data sharing enterprise serving nearly 30 federal, state, and local law enforcement agencies. Oldham’s work as the Chairman of FIRESCOPE Communications Specialist Group directly contributed to the evolution of the Incident Command System and set groundbreaking standards for interoperability. He has led and been the primary decision maker on numerous public safety procurements for large agencies, ranging from radio networks and equipment to computer aided dispatch systems to emergency vehicle equipment.
In addition to his experience as a government agency manager and executive, Oldham has enjoyed a highly successful career as an executive-level strategist, business developer, and operations director for some of the nation’s top technology contractors. Oldham established and managed the public safety program at DynCorp and later at CSC, and led the successful strategic captures of clients such as Pennsylvania State Police, US Secret Service, Department of Homeland Security, State of Kansas, and others. As director of public safety business development, Oldham led Rockwell Collins’ successful entry into the public safety market. He also led public safety sales for Lucent Technologies. At PRC Public Sector, Oldham led strategic wins at major clients that include the Los Angeles Police Department, Los Angeles County Fire Department, and Los Angeles Sheriff’s Department.
Oldham is active in many professional organizations and has held numerous leadership roles in public safety associations. He is a frequent speaker and author, and is an award-winning photographer. He is a graduate of the National Fire Academy’s prestigious Executive Development program. Prior to his relocation to Austin, Texas in 2006, he was based in the Washington, DC metro region for 11 years.

Pamela Oldham
Pamela Oldham is a professional writer whose work has appeared in national consumer, trade, and custom media. Her articles have been published in outlets ranging from The Washington Post, MSN.com, and Advertising Age to OpenForum.com, DMNews, and Deliver. She is also a marketing communications expert with more than 25 years of experience in business-to-business and business-to-government marketing.
As a marketing communications professional, Oldham is known for producing results for companies in both the private and public sectors. For a regional professional services company, for instance, she orchestrated and led all aspects of a highly competitive quasi-governmental agency account capture effort that resulted in her underdog client winning a multi-year, multi-million dollar opportunity with a projected worth nearly 10 times the client’s previous largest account. Working in collaboration with the direct sales team of a global technology manufacturer, she developed sales and marketing strategy and wrote all copy for a year-long campaign into the federal government marketplace. The campaign resulted in a 9.9% aggregate response rate and returned $89 for every $1 spent to execute the plan.
Her work on a major telecom corporation’s proposal to the GSA FTS Networx, the largest single procurement in US Government history, contributed to the award of a contract worth $20 billion over multiple years. Oldham has also provided services to government agencies at the federal, state, and local levels. Her government work has included assignments on behalf of the US Navy, the Environmental Protection Agency (EPA), and the USDA’s Graduate School.
While business development director for Nextel Communications (now Sprint Nextel), Oldham created the blueprint for the company’s eventual entry into and leadership role in the law enforcement and public safety market. Prior to her time at Nextel, she was marketing manager at the predecessor organization that is now the public sector division of Northrop Grumman.
An award-winning copywriter and creative director, Oldham’s marketing communications work has been recognized by organizations such as the Ad Club of Washington, Houston Advertising Federation, Houston Art Directors Club, Public Relations Society of America, International Association of Business Communicators, Women in Communications, and others. She is a highly skilled presenter and workshop leader who has also planned sales and marketing curricula and orchestrated multi-day educational conferences for government customers. Oldham worked in the Washington, DC market for 17 years before relocating to Austin, Texas in 2006.
